Suing question:

for three years I am complaining to council about exesive mold growth,high condensation.I live in one bedroom flat that is plasterboard with metal clading on outside that is demaged in front wall.my belongings-close,furniture-all is coverd in mold.my 25 months old baby developed asthma,has atopic dermatises,and is very high(rast level 5)allergic to dust mice.my health proffesionals are pushing me to change enviroment for healthier for this will demage him pernamently.the council refusing to rehouse us,they want to do major,complex repairs inside our kitchen,thought they know it can lead to asthma attacks,told me to leave the property if I do not want to be present whilw work completed.to the point,this works are not solution to the structural demage of the building.what are my chances of suing for long tern demages in past and future?they done some complex work while I was pregnant diverting attention from main problem-mold.
