Consumer and shopping claims question:

25th December 2012 my family left the UK to go back to China, they were at the UK customs at the airport where they had their VAT refund forms stamped and posted to Global Blue. The refunds were never received and about 6 months later, I contacted Global Blue asking for the status of the refunds. Global Blue advised that the stamp on the forms were incorrect and therefore can not be processed, they asked me to contact UK customs for a confirmation. Global Blue subsequently returned the refund forms. It then took me a few months to find the correct department of the UK customs whom sent me a confirmation letter explaining that the stamped date on the forms were incorrect and an error caused by them. After I received the confirmation letter, I then contacted Global Blue again requesting them to process these refunds, but receive an email from their advisor saying that because it is one year after the date of the claim, they can not process the refund. The exact words were "We have no means to process your application." I feel being played as Global Blue never contacted me after discovering the mistake made by UK customs, I had to ask them where were the refunds before they let me know the situation. It was then they asked me to contact UK customs for a confirmation letter which I subsequently obtained. They are now basically saying that they asked me to do all these things for nothing as they never intended to process the applications. I am now having to pay the consequences of the wrongs I did not do. Should I take legal action against Global Blue? Or UK customs as they were the one who made the mistake in the first place?
