It depends what you mean by removed him. He may have been removed but there is more than likely to be ongoing care proceedings regarding your grandson and the plans regarding his furture care. If the LA have not yet consulted you then you should approach them and put yourself forward as being a suitable carer for your grandson. It is usually the parents of the child who put forward names of suitable relatives and it may just be that they have not provided your details.
Assuming you meet all their requirements then you may succeed in your attempts. Bear in ming their investigation into will be quite intrusive and they wull require your full co-operation.
Alternatively you could get yourself a solicitor. you are unlikely to get legal aid as you are not a parent. you would also not be a party to the proceedings and you would need to make an application to request the court to make you a party. You would need good reasons to do so.
